Application for Grid Connection Procedures of Distributed Photovoltaic Power Generation and Photovoltaic Power Generation EPC

(I) Timely Response to Grid Connection Applications. Grid enterprises shall, in accordance with the requirements of the "Regulatory Measures for Fair Grid Openness" (NEA Regulatory Regulation [2021] No. 49), provide grid connection services fairly and without discrimination to compliant distributed photovoltaic projects. Owners of distributed photovoltaic projects applying for grid connection shall submit a grid connection letter of intent to the grid enterprise, specifying necessary information related to grid connection such as the type of filing, installed capacity, and grid connection mode, and shall be responsible for the authenticity, legality, and completeness of such information. Grid enterprises shall provide a formal response regarding the acceptance opinion within 2 working days after receiving the grid connection letter of intent for distributed photovoltaic projects. Grid enterprises shall ensure that application channels are unobstructed, adopt methods such as "online acceptance" and "one-time notification" to accept grid connection applications, and evaluate and confirm supporting materials such as natural person certification of the project, property rights of the project address, and invoices for self-purchased equipment in accordance with regulations.                

(II) Accelerate the Issuance of Connection Opinions. For distributed photovoltaic projects connected via 220 volts or 380 volts, the owner does not need to carry out a specialized connection system design. The grid enterprise may evaluate the project and provide free services such as typical connection system design schemes, issuing a written response opinion within 7 working days. For distributed photovoltaic projects connected via 10 kV or higher voltage, the owner must, in accordance with regulations, commission a design unit with appropriate qualifications to carry out the project connection system design and provide the connection system design scheme report to the grid enterprise. After evaluating that the connection system scheme complies with specifications and meets conditions, the grid enterprise shall issue a written response opinion within 10 working days.             

(III) Scientifically Simplify Grid Connection Procedures. To simplify the work process and shorten the connection time limit, for distributed photovoltaic projects connected at 35 kV or higher voltage levels and after the approval (filing) of the connection engineering projects, the grid enterprise shall sign a grid connection agreement with the owner of the distributed photovoltaic project within 10 working days. After the project is completed, the grid enterprise shall organize equipment acceptance and debugging within 10 working days, and upon qualification, connect to the grid for operation. The development and reform commissions of each districted city may, based on the content of this document, work together with grid enterprises and distributed photovoltaic project enterprises to formulate specific local implementation rules according to local conditions.
